CCTV operator licence

Last checked against GOV.UK on 8 October 2026. Fees and rules change, so confirm the details on GOV.UK before you apply.

If you watch CCTV to monitor people or prevent crime in a security role, you may need a public space surveillance (CCTV) licence. This guide explains when and how to get one.

The short version: you need the Level 2 Award for Working as a CCTV Operator (Public Space Surveillance) within the Private Security Industry. The licence costs £204 and lasts 3 years.

What the licence covers

A CCTV licence applies if you use closed circuit video surveillance to identify people or monitor their activities, to prevent disorder or damage or to protect people from being injured or assaulted. It also covers giving information afterwards, including by viewing recorded footage. You still need a licence if the footage comes from a camera on a drone.

Training you need

First-time applicants need the Level 2 Award for Working as a CCTV Operator (Public Space Surveillance) within the Private Security Industry, gained within the last 3 years from an approved provider. In Scotland it is the SCQF Level 6 equivalent. BIIAB qualifications are not accepted on or after 11 August 2026. GOV.UK does not list a first aid requirement or a refresher qualification for the CCTV licence.

Cost and renewal

The licence fee is £204 and the licence lasts three years. You can apply to renew 4 months before expiry. GOV.UK's renewal page does not cover the CCTV licence, so check the SIA site for the current renewal requirements. See our renewal guide for the general process.

CCTV and other licences

A close protection licence also allows you to use CCTV to guard premises against unauthorised access or property against damage or theft, but a security guard licence does not extend to CCTV used to prevent disorder or assault.
